Can Italy deduct the amount of the carbon cost it is refunding from some other payment it is sending the EU? This probably would not be allowed but a few months of an Italian/EU squabble in the news might just be helpful toward forcing the EU to abandon their carbon cost scheme or at least to lower the cost.
